Very thoughtful and insightful: "Cheney abetted and enabled Bush’s gut instincts. That was his great failing."

Bush liked to go with his gut, and he had a self-image as someone unafraid to make difficult decisions. Robert Draper wrote that the sure fire way to get him to agree with something was to paint it as the "tough" choice.
